Carbon Catalyst is pleased to have joined the Carbon Capture and Storage Association (CCSA) and more than 50 industry stakeholders in calling on the EU and UK to provide greater clarity on the pathway to linking their Emissions Trading Systems (ETS) and enabling cross-border CCUS projects ahead of the next EU-UK Summit.
With 2026 shaping up to be a defining year for CCUS deployment across Europe, investors and project developers are looking for clear policy signals to accelerate investment in the COâ‚‚ transport and storage infrastructure that will underpin industrial decarbonisation and economic growth.
Building on Positive Momentum
The progress made in EU-UK cooperation on climate and industrial policy is encouraging. Establishing a clear legal and regulatory framework for cross-border COâ‚‚ transport and storage will help unlock investment, support project delivery, and strengthen the competitiveness of European industry.
We are urging policymakers to:
🔹 Set out clear milestones for finalising EU-UK ETS linkage
🔹 Provide clarity on the agreement expected at the next EU-UK Summit
🔹 Publish a timeline for implementation

We welcome the positive momentum in EU-UK discussions and the commitment to conclude negotiations before the Summit. A clear roadmap for implementation would provide industry with the confidence and predictability needed to make long-term investment decisions and bring projects forward at pace.
A coordinated EU-UK approach to CCUS will be critical to achieving climate goals, strengthening energy security, creating economic opportunities, and maintaining industrial competitiveness across Europe.
